Expert examination report

A document that is prepared after an expert examination is assigned by a court or another authorized body.

Basis for preparation

An expert's opinion is prepared after an examination is assigned by a court, investigator, inquirer, official, or another authorized body. The basis is a procedural document: a court order, a resolution on the appointment of an examination, or another act of an authorized body.

Procedural format

An expert's opinion is prepared after an examination is assigned by a court or an authorized person. The investigation is conducted according to the questions posed and the materials provided, and the conclusions must be verifiable and reasoned.

Difference from a specialist's opinion

A specialist's report is prepared at the request of a party or client. An expert's conclusion is prepared after the appointment of an examination by the court or another authorized body. In this case, the expert acquires a procedural status, examines the materials presented, and answers the questions set out in the court order or decree.

What an expert's conclusion usually contains

  • the basis for the appointment of the examination;
  • information about the expert, education, qualifications, and experience;
  • a warning about liability for giving a knowingly false conclusion;
  • questions posed to the expert;
  • the objects and materials presented for examination;
  • the course of the examination and the methods used;
  • the established signs and circumstances;
  • reasoned conclusions and answers to questions;
  • appendices, photos, and tables, if necessary.

If there is insufficient material

If the questions posed go beyond the expert’s specialized knowledge or the materials provided are insufficient for an answer, the expert prepares a reasoned statement about the impossibility of providing a conclusion or answers only those questions that can be resolved within their competence.
