1. General provisions

1.3. Recommendation technologies are understood as information technologies for providing information based on the collection, systematization, and analysis of data relating to the preferences of Internet users located in the territory of the Russian Federation, within the meaning of Article 10.2-2 of the Federal Law of 27.07.2006 No. 149-FZ "On Information, Information Technologies, and Information Protection."
2. Provision of information on the website in the current version
2.1. Publications, service pages, and navigation links are posted by the Owner. Related questions in the question bank are determined by pre-established thematic connections. Selection of questions in the constructor is carried out according to criteria directly chosen by the user for the current request.
2.2. The history of visits and accumulated information about user preferences is not used for personal ranking of pages, services, or questions. A personal preference profile for generating recommendations is not created.
2.3. The types and sources of information about preferences used for recommendation technologies, as well as the processes and methods of their collection, systematization, analysis, and recommendation generation, are absent in the current version, as such technologies are not applied.
2.4. The processing of data from inquiries, subscriptions, site security, and visit analytics is regulated Personal data processing policy by the corresponding individual consents. The presence of these functions does not by itself imply the use of recommendation technologies.
3. Conditions for possible implementation
3.1. Before starting to provide information using recommendation technologies, the Owner publishes on this page a new version of the rules, reflecting the actual operation of the implemented system and the date of its commencement.
3.2. The new version must describe the processes and methods of collecting, systematizing, and analyzing information about users' preferences, the ways of providing information based on them, the types of information used, and the sources of their acquisition. The description must correspond to the algorithms and settings actually used, including any services involved, if they are used.
3.3. Before the start of use, the Owner posts information about the use of recommendation technologies in accordance with the current requirements for the content and placement of such notice. The rules are provided in Russian with unobstructed and free access.
3.4. The use of technologies that violate the rights and lawful interests of citizens and organizations, as well as providing information using them in violation of the legislation of the Russian Federation, is not allowed.
4. Personal data and consents
4.1. If implementation requires the processing of personal data, before its commencement, the Owner determines the applicable legal basis, the necessary composition of data, purposes and terms of processing, recipients and protection measures, as well as updates the Policy and other necessary documents.
4.2. If the chosen basis requires user consent, such consent is obtained before the corresponding processing. Consents for handling requests, analytics, or advertising mailings are not automatically extended due to the publication or modification of this Regulation.
4.3. Publishing the Policy and continuing to browse the website does not constitute consent to the processing of data for future recommendations and does not create an independent basis for such processing.
5. User inquiries
5.1. Questions regarding the procedure for providing information and notifications of possible violations should be sent to the email or postal address specified in clause 1.2.
5.2. To review a message, it is recommended to indicate the page address, description of circumstances, and contact information for a response. Personal data of the inquiry is processed to the necessary extent on the applicable legal basis in accordance with the Policy.
6. Amendment of the Policy
6.1. The current version is posted on this page with a number and date. Information about the current status is updated upon actual changes in the operation of the website.
6.2. This version does not establish the rules for the operation of an algorithm that has not yet been implemented and does not replace the publication of an actual description before its launch.
